Buchanan was the son of Charles Cleveland and Lucy Craft Buchanan.  He was a native of Anderson, SC where he attended high school. He graduated from Anderson College and the University of South Carolina. After college he joined the Army where he served his country during the Korean War. After the war he became a senior manager for a data processing organization.<br><br>Cecil was an active member of the American Legion for over 50 years and was the impetus behind creating a local war museum to teach all people, but primarily school children, about the perils and hardships of war and to honor those who served and gave the ultimate sacrifice. This museum now bears his name; \u201cThe Cecil D. Buchanan Museum of Military History\u201d.<br><br>Cecil was an avid collector of military memorabilia and had a special fondness for military collections and for the teaching of young people.
